Do not choose aircraft seat foam by a generic “FR” label. Seat-cushion flammability requirements depend on the aircraft, certification basis, seat construction, and alteration or approval path. The person responsible for approving the work should define what foam construction, test evidence, and records are required before upholstery work begins.
Why the cushion cannot be treated as an afterthought
Aircraft seat cushions can be subject to flammability requirements separate from the upholstery cover. For transport-category aircraft, FAA guidance such as AC 25.853-1 addresses seat-cushion flammability compliance. That does not mean one foam sold as “aircraft-rated” is automatically acceptable for every airplane or seat assembly.
Ask the A&P, IA, repair station, engineer, or other applicable approval authority what cushion construction and evidence the project requires. Do not assume ordinary furniture foam, marine sew foam, an older shop roll, or a marketing label satisfies that requirement.

Carolyn Fabrics does not supply aircraft seat-cushion foam. Our aviation kits are foam-free: vinyl and thread only. The responsible aviation professional must specify and source the cushion materials for the particular seat and approval path.
For the upholstery cover, Spirit Millennium is manufacturer-listed under FAA FAR 25.853(a). Required manufacturer burn-test documentation must be requested with the order and may not be available after shipment. That material record does not approve the complete cushion, seat, or installation.
Questions to settle before cutting a new cover
- What aircraft and seat approval basis applies?
- Is the existing cushion being reused, repaired, or replaced?
- What foam, fire-blocking layer, adhesive, and upholstery-cover construction is required?
- What testing or conformity records must remain with the work?
- Who will make the final approval determination?
The safe sequence is simple: have the responsible aviation professional define the seat-cushion requirements, source the specified cushion system, then choose the upholstery material and request its documentation at order time.
